Nooooot quite. They were a failed Eldar experiment. The Ethereals were actually Eldar modified to be more Tau-like, thus why they live so long. The Tau were an attempt to create a Chaos-resistant race. Apparently they failed.
Late to the party here. Very. But I think its a reasonable perspective on chaos as a whole. Khorne in the orginal fluff was unquestionably lawful evil. No honor in the killing of the weak or defensless. Old fluff Kornates would be be executed or worse for offering such unworthy skulls. Also Nurgle followers always have offered quarter similar to Pirates of the Caribean Davy Jones. "Do ye fear death?". Heck, even the murdering new comers the Crimson Slaughter kill every living soul but do not revel in torture. The corpses are violated by the Voices after the fact. Tzeech could careless unless it factors into the grand design. Slaneesh, yes chaotic evil....... hence why the Dark Eldar......the same said exeno that created him,her,it are holding your coveted Chaotic Evil slot. I enjoyed reflecting on the choices made. They kill people for being different. Not to mention the imperium sacrifices thousands of psychers per day to keep the emperor alive even though that's the opposite of what he wants. If he ever wakes up the imperium is fucked.

Eh, the Tau are closer to True Neutral, edging into neutral Evil. All forces of Chaos are in Chaotic Evil territory. And either the SM are lawful Neutral like the IG, or the IG are Lawful Evil like the SM.
Necrons are Lawful evil? Their declared goal is the extermination of all living beings. And Lawful Neutral Sororitas? They would burn a planet as soon as they think it has heretic tendencies. I don't think you can apply DnD Alignments to the Warhammer universe. Most all races are chaotic douchebags.

While I like the effort and project, I just dont think the D&D alignments work very well here. I would have to say Chaos is definately Chaotic Evil, and Dark Eldar would be Neutral Evil. I would put Eldar as Chaotic Neutral and the Imperium as Lawful Evil. At best Tau are Neutral Good, at best, most likely Lawful Neutral.
Never liked the alignment system, its too absolute.
Also, I'd say all factions are evil overall. They all kill out of bigotry, hatred, desire to conquer, bloodlust, boredom, unthinking zealotry, or casual cruelty. Most have little regards for the lives of their men and none for the enemy. There are good people in some factions, but in the grimdark grim darkness of the 41st grimdark millenium, there is only grimdark grimdark.
